Ermanno Pascutto

Toronto, ON | Ermanno Pascutto has had a career spanning over 30 years as a senior securities regulator and legal practitioner in the financial markets in Canada and Hong Kong. He is the initial Executive Director of FAIR Canada.

Ermanno was Executive Director and head of staff of the Ontario Securities Commission (OSC) in the 1980′s. During his tenure, he worked with the Chairman to transform the OSC into a dynamic and respected organization. Working with the U.S. SEC, he conceived and developed the world’s first bilateral Memorandum of Understanding on cooperation in enforcement between the securities regulators.  Ermanno led OSC staff in numerous high profile and successful enforcement and regulatory actions.  Before joining the OSC initially as Legal and Policy Advisor to the Commission, he was Director of the Market Policy Division of the Toronto Stock Exchange.

In 1989, Ermanno left Canada to be Vice-Chairman of the newly established Hong Kong Securities and Futures Commission, where he led on overhaul of all aspects of regulation of listed companies and helped conceive the framework for the listing of PRC state enterprises. After leaving the SFC, Ermanno was managing partner of the Hong Kong office of a Canadian law firm and was retained by the Hong Kong Government to lead a comprehensive review of Hong Kong company law.

Ermanno is a Canadian and Hong Kong lawyer and was senior advisor to the Hong Kong office of a U.S. law firm, Troutman Sanders prior to establishing FAIR Canada. As an independent consultant on securities market regulation he has advised stock exchanges and regulators.  He was an independent director of Market Regulation Services Inc., the SRO that regulated trading in the Canadian equity markets until its merger with the IDA to form IIROC in June 2008. He was involved in the establishment of the Dubai International Financial Center and is currently a member of the Legislative and Regulatory Appeals Committees of the Dubai Financial Services Authority.

Ermanno has practiced law with several leading Canadian law firms including Osler Hoskin and Stikeman Elliott.
