Glorianne Stromberg, a former OSC Commissioner and advocate for investor protection, authored two seminal investor-focused reports on mutual funds. Although these reports were prepared over a decade ago, they deal with mutual funds issues still relevant to investors today.

The Toronto Star has recently launched this new website to provide personal financial advice. The site boasts topical articles (and includes an “investing” section), blogs (featuring FAIR Canada director Ellen Roseman’s), useful tools and calculators, and a comprehensive financial glossary.

The British Columbia Securities Commission has recently launched its new InvestRight website. The site provides investor alerts and watches, information about financial fraud, financial decision tools, and many other resources to help investors protect themselves.

IIROC recently launched a new starting place for investors to make informed decisions about Advisors – AdvisorReport. The service, which replaces the Member Firm/Registrant Info Service, provides a user-friendly, web-based central registry of information on IIROC registrants. It brings together IIROC information about advisor backgrounds, proficiency levels, registration/approval categories and disciplinary histories.

Expert Panel on Securities Regulation – Creating an Advantage in Global Capital Markets
On January 12, 2009, the Expert Panel on Securities Regulation delivered its final report as well as a draft Securities Act, including a commentary, to the federal Minister of Finance and the provincial and territorial Ministers responsible for securities regulation.
The Expert Panel’s recommendations and conclusions were shaped by its consultation process, including a Stakeholder Report and the various written submissions, including Dr. Pamela Reeve’s, as well as the results of its commissioned research studies.

Legislative Report Highlights “Public Interest” Mandate of OSC: Committee calls for reassessment of the role of OSC in investor protection
The Ontario Legislative Assembly’s Standing Committee on Government Agencies (the “Committee”) released a 37-page report (the “Report”) on the Ontario Securities Commission, based on its review of the OSC in late 2008 and early 2009.
The Report provides an insightful analysis into the role of the securities commission and key investor protection issues. While the Report is being published a number of months later than expected, it was well worth the wait.
The OSC made presentations to the Committee on December 2, 2008 and February 23, 2009. Stakeholders presentations were made on February 23, 2009 and the OSC returned on April 7, 2009 to respond to the presentations. FAIR Canada filed a submission with the Committee and made a presentation.

OSC Concept Paper “The Fair Dealing Model”
In 2004, the Ontario Securities Commission issued a concept paper entitled “The Fair Dealing Model”. Although the Fair Dealing Model was never implemented, the paper is important because it focuses on the relationships between representatives and clients, rather than the regulation of dealers and representatives through the products they sell.
